Abstrak

Every worker needs social security for his life regardless of type of their work and status. Based on the 1945 Constitution declare that the state develops social security system for all people, also several regulations related to social security such Law No. 40 of 2004 concerning the National Social Security System and Law No. 24 of 2011 concerning Social Security Agency For Employment and other supporting rules such as Government Regulation, Regulation of the Minister and so on. Based on BPS data in 2019, it shows that 57% work in the informal sector and 43% in the formal sector. It means that informal sector is more than formal sector, but the next problem is the number of membership for social security program from informal worker very small. The aim of the article is to analyze the coverage of expand social security membership for Employment, especially for informal sector workers, from the constraints and efforts that have been done by the government or community/society. The conclusion of this paper is the importance of social security program for every worker is a need that must be covered, the program offered by BP Jamsostek can be a foundation for workers who have become participants or members. However, the participation of informal worker nowadays is small number because many reasons: the monthly payment, access to register, limited knowledge of this program, etc. the authors recommendation from this article that collaboration by other institution is needed; the easier of payment scheme of this program; the society hopes subsidy scheme like PBI in BPJS Health.
